The Speaker

Republic of Ghana

Dear Sir,
PETITION YOUR HIGH OFFICE TO SAY NO TO CI 126, AND NOT TO BE CONSIDERED FOR DISCUSSION, BECAUSE IT IS INCONSISTENT WITH ARTICLE 45, CLAUSE (a), AND CAN PLUNGE THE FUTURE OF THIS PEACEFUL COUNTRY INTO CHAOS.
Mr Speaker history has thought us about political power struggle by our neighboring countries which resulted in chaos and distablization of their democratical dispensation.
Mr. Speaker, the uniqueness of the 1992 constitution has made it explicitly clear on the functions of the Electoral Commission of Ghana per article 45 and in the wisdom of the constitution, gave room for the application of common sense to be applied in the house of Commons.
Article 45 of the 1992 prescribed functions of the EC and clause (a) says, to compile the register of voters and revise it, at such periods as may be determined by law.
Mr. Speaker, remember the 1992 constitution conferred on us, became working document 1996, however, the commission was task to compile the register of voters before 1996 elections, which the commission did as far back 1995 and since then has been revised as such periods as law determines.
Mr Speaker, the question here is WHAT LAW IS DETERMINING the new voters register per the 1992 constitution?
Mr Speaker, in accounting principles, you don’t approve queried budget but it happened in the parliament of the republic of Ghana. Very unfortunate seven session of parliament of the fourth republic of Ghana.
Mr Speaker, using numerical strength in parliament to change the fortunes of our democratical rights, freedom and Justice, under your leadership as a Rev. Minister of God, is very unfortunate in the eyes of God.
Mr Speaker considering CI 126 in parliament of the republic of Ghana for discussion, is a total disregard for article 45, clause (a) of the 1992 constitution, and can plunge this peaceful country into chaos, due to the volatility of the political tension in the country.
Mr Speaker, for your information, EC pilot on new voters register is illegal and unconstitutional as well as misleading and misinforming the good people of Ghana and the world at large as far as 1992 constitution is concerned.
Mr Speaker, you don’t forget Ghana is running it’s democracy with international relations and is always the icon for Africa democracy which needs to be protected.
The Commissioner, Madam Jean Mensah attitude in decision taking on electoral process for compiling new voters register is highly boisterouse and must be brought to book because it contravene article 35, clause (8) of the constitution, as a public office holder of the republic.
Mr Speaker, every ID card of the republic has a purpose, and that of the EC is for eligible voters of the republic in decision making for political objectivity.
In the electoral process of the country, it is a crime to disenfranchised eligible voters, therefore the EC ID card can not be taken out from the primary required documents of the Commission for electoral process of the republic in the up coming of the general election 2020.

Mr Speaker, I say it as it is, as a patriotic citizen, just to protect our constitutional rights and choice of interest of this republic.
In my conclusion, Mr. Speaker, democracy is about rule of law and absolutely nobody is above the law, and rule of our law start from our house of Commons, where the interest of the people is represented and and not the interest of any political party.
Mr Speaker, I humbly request your high office to give regards to the supreme law of the land conferred onto us, as 1992 constitution, article, 1. clause (1) and (2) for CI 126 to be void since it is inconsistent with the constitutional mandatory electoral process of the republic. And also, not to undermine the democratical success chalked so far for the future of this country.
Our democracy was borne out of fire and must passionately keep the flame burning to ensure successful free, fair and transparent election.
Yours faithfully,
Anwar Sadat Apedo.
The Speaker of Parliament, Mike Oquaye is yet to respond to this petition.
